He received a B.Eng degree in Maritmine from the Faculty of Maritmine Studies at Kotor of Podgorica University, Montenegro; received a BSc Eng (Hons) degree in Maritime Communications from the Faculty of Maritime and Transportation Studies of the University at Rijeka, Croatia and received an MSc academic degree in Electrical Engineering from the Faculty of Electrical Engineering, Telecommunication Department of the University at Skopie, Macedonia, in 1971, 1986 and 1994, respectively.
