The Decentralised administration and participatory planning steps initiated by the CPI(M) led Left Democratic Front in Kerala since 1996 is worth researching. This study is an effort to analyse the effort made by Kerala in the background of the post-independent decentralization effort made in India and the recent experiment of decentralized administration and participatory planning in Kerala inaugurated through the people's campaign for decentralized planning. This study reveals the prospects for such a mass campaign and the limitations for it. However, given the situation, that appears to be an important option to mobilized masses to build local resistance to the invading global financial capital's efforts to bulldoze everything comes on their way. The present study throw some light into this unique effort given by Kerala, which many times stand out separately on account of its effort to challenge the capitalist system within. The case study of Vallikunnu Panchayat in Malappuram district has revealed the genuine efforts shown by a Grama Panchayat to improve their lot through decentralized administration and participatory planning.
Dr. Jose George teaches Political Science and public Administrative at the Department of Civics and Politics, University of Mumbai- 400 098 since 1987 and is a Reader there since 1994. Earlier Dr. Jose taught Politics at St. Joseph's College, Devagiri. Kozhikode, Kerala (1981-82) and Indian institute for Regional Development Studies, Kottayam, Kerala (1982-87). He was born in a marginal farmers family in 1954 as the seventh child of eleven children of Shri. Varkey and Smt. Annakutty of Manchappillil House, Perumpallichira Village, Thoudpuzha Taluk, Idikki district of Kerala State. He had his Primary and Upper Primary schooling (1959-65) from St. George School, Muthalakkodam, Thodupuzha, and Secondary Schooling from St. Thomas School (1965-69) of his native village, Nadavayal, Wayanad district of Kerala. He did his Pre-Degree Course (1969-71) from Newman College Thodupuzha, and B.A. (1971-74) from St. Thomas College, Palai, of Kerala State. He took his M.A. (1974-76) and LL.B. (1977) degrees from Jabalpur University, Madhya Pradesh. After a brief spell as a Lawyer at Kalpetta courts of Wayanad district, he joined the Jawaharlal Nehru University, New Delhi and took M.Phil (1978-80) and Ph.D. (1985) from the Centre for Political Studies, School of Social Sciences there. Dr. Jose George successfully combines his academic work with his Social and Teachers Union/political activities. He hold several responsible positions in professional and academic Bodies and Teacher's Union. He is in the Executive Committee of the Indian Political Science Association and Indian Public Administration association. He is an elected member of the Senate of the University of Mumbai since 1994 and Management Council (Syndicate) since 2000. He is in the General Council of the Maharashtra Federation of University and College Teachers Organization (MFUCTO), and Vice-President of the Bombay University and College Teachers Union (BUCTU).
