Disaster management occupies an important place in this country's policy framework as it is the poor and the under-privileged who are worstaffected on account of calamities. India has been traditional vulnerable to the natural disasters on the account of unique geo-climaticconditions. Floods, droughts, cyclones, earthquakes and landslides would have been a recurrent phenomena. The record of Indian society asa whole has been quite dismal as far as disaster relief and managing the situation arising in the wake of a calamity is concerned. The nationaland state governments carry out most of the brunt and coordination for disaster relief. It is in this area that India needs improvement in itsapproach and handling of disaster like situations. National Disaster Management Authority is an agency, whose primary purpose is tocoordinate response to natural or man-made disasters.

COL. (Dr.) Prof. RAJESH KUMAR, a nave country boy Raju from Bhojpur in Bihar joined Indian Army, commissioned as 2nd Lieutenant inCorps of Signals at the age of 22 and still discharging his selfless service dedicated to the nation in olive green. He commanded a platoon,company, battalion in operational areas of Jammu & Kashmir, Assam and Punjab. Colonel Rajesh is recognized as an authority on counter-terrorist operations extensive research on Disaster Management and earned his Ph.D. Degree from Ranchi University. The adventuristCaptain Rajesh while leading the Indian Motorcycles Team Dare-Devils, during 3rd National Games, Pune on 25 Jan 1994 and got his nameembossed in Guinness Book of World Records. He led the Army Mountaineering Expedition Aarohi in year 2001. Of late he has been awardedJHARKHAND RATNA, and also The BIHAR GAURAV in 2013. He is presently with the Jharkhand Govt. from Indian Army on deputation, asAssociate Professor to the Jharkhand Raksha Shakti University.
