It is a paradox that the number of homeless squatters and slum dwellers in Indian cities is increasing in proportion to public housing programmes. In spite of ever increasing investment in housing sector, the problem remains stupendous. It is necessary, therefore, to have a hard look at the ongoing policies, processes, plans and programmes and evolve alternative approaches for housing delivery. Describing the growth and rehabilitation of slum in Delhi, it offers an elaborate discussion on community-based rehousing, Integrated Housing and Slum Development Programme, security of land tenure, public housing transformation, and role of private sector in social housing. It also deals with infrastructure development, regularization of unauthorized colonies, emergency shelter housing development and design, systems-based housing production, and cost reduction in construction of shelter. Various policy documents related to slum rehabilitation have been annexed in a CD as well.
About the Author :
Mr. A.K. Jain, an architect-town planner, is on the Advisory Board of the UN Habitat. He is a fellow of the Eastern Asia Region Organisation for Planning and Housing (EAROPH), International Society of City and Regional Planners (ISoCaRP). Indian Institute of Architects, Institute of Town Planners, India and the Indian Buildings Congress. He studied at the Institute of Housing and Urban Development Studies, Rotterdam and University of Birmingham. He attended the UN Habitat Conferences at Vancouver (1976 and 2006) and Istanbul (1996). He is on the Editorial Board of the International Journal of Environmental Studies (UK). As Commissioner (Planning), he worked on the Master Plan for Delhi-2021, National Urban Housing Policy (2007) and National Urban Transport Policy (2006) and several planning, housing and infrastructure projects. He initiated the Clean Development Mechanism (CDM) practices in the field or Urban Development and setting up of a Unified Traffic and Transportation Infrastructure (Planning and Engineering) Centre for Delhi. Mr. Jain is a visiting faculty at Delhi School of Planning and Architecture and is author of several books and papers.
